My Goals as Congressman

The following are my goals for 6th Congressional District of Pangasinan:

Your Congressman

1. Ably represent the district in lawmaking and in the formation of national consensus thru debates and congressional sessions;
2. To improve the quality of life of the citizens and alleviate poverty through sustainable activities to meet the basic needs of the people;
3. To maximize the development of business and industry, to generate employment and livelihood and increase income and purchasing power of its citizens;
4. To provide infrastructure and utilities in support of the citizens’ economic, social, and ecological activities, as well as develop and create conditions favorable to economic development; and
5. To consult with and encourage active participation of citizens from non-government and private organizations in planning and implementing community programs and projects.

MORE MEGA PROJECTS UNDER ESPERON WATCH STARTED!

With the start of 3 mega-projects in Pangasinan this year, these would substantially contribute to the swift economic boom of Pangasinan with the economic stature of the Pangasinanses be elevated, too.

This was the assessment of those in the business sector who expressed optimism that with the commencement of the construction of the three multi-billion projects, this will further enhance economic growth and development in the province, once completed.

This came when Presidential Management Staff (PMS) Chief Hermogenes C. Esperon gladly announced that the long-delayed construction of the re-regulating pond of San Roque dam has resumed.

The said structure with an area of 85 hectares is one of the three phases of the Agno River integrated Irrigation Project (ARIIP), an P11.2 billion undertaking which also includes the rehabilitation of the Agno River Irrigation System (ARIS) and the Ambayoan-Dipalo River Irrigation System (ADRIS).

The re-regulating pond and the rehabilitation of the heavily damaged ARIS and ADRIS are expected to contribute to the improvement of the farming industry in Pangasinan and even parts of Nueva Ecija and Tarlac when operational, Esperon explained.

The re-regulating pond will impound all the dam waters discharged by the San Roque mega-dam while producing electricity for the Luzon Grid and will flow down to the ARIS and ADRIS whose sheer rehabilitation is expected to be completed by 2013, the PMS Secretary told.

“Walang masasayang na tubig mula sa San Roque dam kapag tapos na ang rehab sa ARIS at ADRIS na talagang nasira noong Bayong Pepeng,” Esperon stressed.

“Instead of needlessly flowing down towards Lingayen Gulf, the waters would flow to the farmlands, thus, ensuring sufficient irrigation waters in the area,” he said.

The construction of the re-regulating pond should have been constructed along with the San Roque dam but brought by the rejection made by the Japan Bank for International Cooperation (JBIC) to the loan of the Philippine government for the project, the undertaking’s construction never pushed through.

The Philippine government, however, drafted measure to have it undertaken, hence, it borrowed from the China-Import-Export Bank to bankroll its implementation, he said.

With the completion of the mentioned projects by 2013, the Secretary expressed optimism that the farming industry in Pangasinan would eventually be improved.

The other project is the Tarlac-Pangasinan-La Union Expressway (TPLEX) which is expected to be completed on March 2012, he said. The 88 kilometer project will cut travel time from Pangasinan to Balintawak into 1 hour and 45 minutes, the secretary pointed out. The expressway costs P14 billion and it has 7 exits and one in Rosales.

Presidential Management Staff Secretary Hermogenes C. Esperon Jr. was hailed anew by leaders of various organizations for relentlessly and vigorously pursuing programs and projects that promote people’s welfare and accelerate the development and growth of communities.

In recent press interviews, leaders of the groups lauded Esperon for fast-tracking the acquisition of right-of-way for the Tarlac-Pangasinan-La Union Expressway (TPLEX) as well as the start of construction of the San Roque Multi-Purpose Dam’s irrigation component, the P4.5 Billion Re-Regulating Pond.

Pres. Gloria Macapagal Arroyo inspected the TPLEX construction area last Monday. This development they said, signals the early realization of the people’s dream to have an expressway that would polevault the devevelopment of Northern Philippines.

Leaders of the groups, among them retired police officer Artemio S. Gaitos, president of the AFP/PNP Retirees Association of Pangasinan District 6; Ligaya Villizario, President of the Women Organization for Motherhood Empowerment and Nationalism (WOMEN), and Neil B. Andaya, President of Cooperatives in Umingan said that Esperon has coordinated theconstruction/repair of 12 Farm-to-Market roads and construction of 23 two-classroom schoolbuildings in the district.Isang proyekto na makakatulong sa pagbaba ng presyo ng bilihin ng mga gamot sa bawat barangay

They urged Dr. Lorna Esperon, the Secretary’s wife, to ignore detractors and proceed in conducting medical-dental missions badly needed by the people in the district especially the victims of tropical storm Pepeng.

They cited anew Esperon for making education of the Youth as his top priority program. They said that Esperon has caused the allocation of 2,500 Technical Education Skills and Development Authority (TESDA) scholars. They added that through Esperon’s efforts the number of scholars for a four-year course has likewise been increased from one scholar to two scholars for every town in the district.

They said that Esperon was also earlier praised highly by multi-sectoral leaders. Rosales mayor Ricardo Revita said then that Esperon “is the leader who knows the road map that leads to progress. Secretary is the man, the leader we all need.”

On the same day in Rosales, school officials at the Rosales South Central School, among them Dr. Alma R. Pontaoe and Daisy F. Velasco, hailed Esperon for being “a man of action and numerous achievements.”

Political obeservers likewise earlier cited Esperon for his efforts in trying to provide for the varied needs of the people in the 6th District for gainful employment, adequate health care, quality education, irrigation, farm-to-market roads, school buildings and others.

“Esperon, it seems is always physically present to attend to the people’s needs, even during times of disaster,” they added. They said then that Sec. Esperon, head of the national relief and evacuation operations, was like superman at the height of  Tropical Storm Pepeng, rushing to centers of danger to save and rescue thousands of kabaleyans trapped on top of dwellings by the killer typhoon that virtually turned the province into an ocean. “Esperon braved the high rise of the rampaging waters, bringing with him from Manila to Pangasinan, two helicopters, four rubber boats and speed boats and four trucks to get people from harm’s way,” they said.

He also led local officials in the distribution of relief goods in several towns of Pangasian especially those in the 6th District. He and his wife led 150 medical volunteers in a medical-civic mission in Rosales, San Nicolas and Natividad.

Esperon’s pursuit of education for the youth was earlier featured as “Labor of Love” as follows:

Among Pangasinenses in the high councils of government, Sec Hermogenes C Esperon Jr. probably accords the highest value to education as the key to success. In all his meetings with the local news media, he speaks of education as if it were the most potent cure for all the socio-economic ills besetting our country and mostly poverty-stricken countrymen. As Secretary explains it, a nation can have no greater resource than a citizenry well-equipped with knowledge and skills along with moral armor. To him, such a manpower resource can best attain success in the realization of individual, community and/or national objectives.

In so far as personal goals are concerned, Esperon may well be regarded as an exemplary model. For he rose to hi present stature through dint of dogged determination and hard work. In struggling to educate himself, he braved challenges like passing scholarship examinations thereby scarcely posing any financial headaches to his parents.

His graduation from Philippines Military Academy paved the way for his rise to the top of the Armed Forces of the Philippines. And so he labors hard to help bring about conditions under which every family can manage to have their children obtain a college degree.

To help keep the nation’s peace and allow it’s unimpeded development so that people could live, work in peace and provide for the needs of their children including their education, he goes to Mindanao and fights a war which has the potential of escalating towards Metro Manila.

He chaired a committee that monitors the country’s mega projects such as the Subic-Clark Expressway, Tarlac-Pangasinan-La Union Expressway, the Halshima highway and the San Roque Multi-Purpose Dam Re-Regulating Pond. These projects accelerate the full development of the countryside, enhance the business atmosphere, promote tourism and make wide areas attractive sites for investments.

He dialogs with farmers to know their problems and determine how to address the problems. He has caused the intensification of the program building farm-to-market roads so as to boost agriculture that result in increased income for farmers. It seems that there’s nothing he wouldn’t do to help farmers increase their agricultural production.

He engages in activities that help job seekers find employment such as the holding of job fairs.

He gets involved in health care delivery by sponsoring medical missions.

He sponsors sports tournaments and fun runs to help keep people physically fit knowing that physical fitness enhances sound health.

Secretary Esperon stressed during a farmer’s forum that programs for the development of agriculture are just means for the realization of the dream to provide education to the youth. Of course, by education, he meant quality education.

Listening to him, during that occasion, expounding on his desire to gift the youth with education without expecting anything in return, we go the impression that all his labors – programs, projects and initiatives – are directed towards giving the youth the best and the greatest gift of all – education.

TPLEX Started! Manila – Pangasinan Reduced to only 1 Hour and 40 minutes! No longer 4 hours!

TUMANA, Rosales – People in Nothern Luzon and other regions could soon travel back and forth without worrying of heavy traffic, instead cuts its travel time into half, once the Tarlac-Pangasinan-La union (TPLEX) construction is completed, this was announced by Secretary Jun Cendana Esperon during the on-the-spot visit of Her Excellency Gloria Macapagal-Arroyo on March 1.

As part of the present administration’s infra-projects, President Arroyo, on Monday afternoon, took on-the-spot visit on the TPLEX Project, with review and orientation from Secretary Jun Cendana Esperon and engineers DM Consunji contracting firm on the highlights of Rosales Diversion Road which will form part of the TPLEX interchange.

Included in the said diversion road construction is the elevation of the low-lying areas, like Brgy. Tumana down to various sitios and barangays of this town that will interlink to Tarlac, as the first phase of the 88 kms expressway. This will soon interconnect with La Paz, Tarlac, Pangasinan and Rosario, La Union.

The President appeared elated when she started to hear the smooth and precise explanations coming from Secretary Esperon and DM Consunji contractors.

With the completion of TPLEX, it is expected that millions of passengers, businessmen and transport haulers will benefit, as faster and safer road, which is the symbol of progress and development is expected to be completed before 2013.

Esperon explained that once the TPLEX began its operations, the four-hour travel time from Rosales to Balintawak will be reduced to only one-hour and forty minutes which will greatly benefit the motorists and tourists that are coming in and out in Northern Luzon and other places.

He added that TPLEX will be a world-class expressway that provides convenient and cost-efficient travel to people wanting to visit Pangasinan, Ilocos, Cagayan, Cordillera Province, Baguio, among others.

It will also allow motorists to elude the monstrous traffic congestion along Tarlac section of the McArthur National Highway which impedes the smooth travel from Metro manila to different parts of Nothern Luzon or vice versa, he said.

Esperon said that the completion of the TPLEX will give luxury of motorists and people in all walks of life, likewise will keep on tourists to come back since travelling will delight everyone.

He added that restaurants, hotels, lodging houses and other local businesses in the said localities will benefit, since segments of festivities in Northern Luzon are seen to keep inviting visitors which leads to greater income, boosting employment opportunities.

Virtually All groups or Orgnizations in the sixth district support Jun Esperon, this was evidenced in a recent press conference in Santa Maria, Pangasinan where leaders of the groups predicted a landslide victoty for Jun in the May 2010 elections as Congressman of the sixth district.

Through increased access to basic services and educational and economic opportunities, while the District itself could look forward to a faster rate of growth and development anchored on sustainable growth, the construction of vital infrastructures, and the harnessing of modern technology to serve the needs of society and industry.

Use as an example the fact of being able to reduce travel time from Manila to Pangasinan to a mere one and a half hours. With this alone, farmers are able to bring in their produce earlier and fresher for selling in the markets. At the end of the day, the farmers could have traveled more times from Pangasinan to Manila, hence, bringing in more profit.

Another important detail is that there will be less hassle for students should they wish to travel back to the university or go back home for the weekends. This means that they spend more time with family members, and even help lessen homesickness, thus, emotionally encouraging them to study harder in order to uplift their families’ lives.
